The Global Forest Coalition Monitoring Evaluation Planning and Learning-system (MEPL)
The MEPL-system is an Impact Resource Centre which measures and provides information on the impact of policies, programmes, projects and interventions of the Global Forest Coalition, its members and its other partners.
It can also be used for activities and interventions that are not specifically designed to have an impact on forest policy but could impact on them indirectly. The MEPL-system accumulates information from diverse sources in one place, makes this available to our GFC-members of varying interests and expertise. Using the MEPL-system users can share information on new developments, highlight activities (such as training courses) that are taking place, and contribute to the growing knowledge base.

Participation
The MEPL-system is an interactive knowledge centre. GFC members can submit material directly to the international secretariat at any time. They can also receive regular information on the latest updates.
Even if you are not a registered GFC member, you are still encouraged to send your comments, feedback, or suggestions for material that should be added, by emailing yolanda.sikking@globalforestcoalition.org
Impact assessment phases
There are four phases to an impact assessment. These are (1) the project preparation phase; (2) the design phase; (3) the measuring phase; (4) and the evaluation phase.
The phases provide a cyclic approach to policy development and project management. It covers plan - do - check/ feedback - adapt activities. The MEPL system adds to the effectiveness of activities by helping policy officers and practitioners to learn from their experiences and to use the lessons learned in future situations.
Indicators
The MEPL approach intends to measure results by using quantitative and qualitative pre-determined objective indicators. The Global Forest Coalition has defined the following indicators for each success factor that can be used to assess, and possibly measure, changes in the success factors.
1. Objective: organize at least 20 national workshops on the implementation of the forest workprogram of the Convention on Biodiversity, before December 2010. Output indicator: Number of workshops ETC.
2. Outputs: Number of participants
2.1 Participation of sponsored / non-sponsored groups
2.2 Participation of women's groups
3. Inputs: Co-funding
4. Outcome /Results: Number of groups with increased capacity
5. Outcome / Results: New policy measures
6.1 New policy measures that increase Indigenous Peoples'participation in forest policy
6.2 New policy measures that address gender aspects of forest policy
7. Added value
8. Sustainability

- to gain a general understanding of the forest work program of the Biodiversity Convention, the underlying causes of deforestation and forest degradation, the social and environmental impact of market-based conservation mechanism, the impacts of agrofuels and the impacts of genetically modified trees
- to find existing tools in a variety of thematic areas.
- to learn about the work being done by our GFC members and partner groups.
